| ARTICLE X (excerpted from TNA District 9 Bylaws)
STANDING COMMITTEES
Section 1. Number; Composition; Quorum
a. The following are standing committees:
1. Bylaws Committee
2. Finance Committee
3. Governmental Affairs/RN-PAC Committee
4. Program/CNE Committee
5. Scholarships and Grants Committee
6. Newsletter/Public Relations Committee
7. Nursing Practice Committee
8. Nursing Celebration Committee
9. Nominating Committee
10. Diversity Committee
b. Standing committees, except for the Nominating
Committee, shall be appointed by the District Board.
c. The Nominating Committee shall consist of five
(5) elected members. The member receiving the highest number
of votes in any year shall serve as chair.
d. A majority of the membership of any committee
shall constitute a quorum.

Section 2. Responsibilities
Standing committees shall assume such responsibilities as
prescribed by the District Bylaws or assigned by the District
Board. Standing committees shall report to the Board when
requested to do so and shall submit written reports to the
District annual meeting. Responsibilities of standing committees:
a. The Bylaws Committee shall 1) interpret the District
Bylaws, 2) receive and prepare proposed amendments to the
District Bylaws, report them to the Board, and submit them
to the District membership, 3) make no substantive editorial
and technical corrections to the District Bylaws provided
notice of such corrections is given to District members,
and 4) submit proposed amendments to the TNA Bylaws Committee
for a determination of congruency with the TNA Bylaws.
b. The Finance Committee shall prepare an annual
budget, advise the Board as to expenditure of funds, and
report to the Board and to the membership. The Treasurer
shall serve as chair.
c. The Governmental Affairs/RN-PAC Committee will
recommend to the Board appropriate activities that will
foster informed participation and support for the governmental,
legislative and political efforts of ANA, TNA and the District.
The committee shall serve as a local resource for the TNA
Governmental Affairs Committee in promoting administrative
and legislative actions supported by professional nursing
and assist the state RN-PAC in fund raising and identification
of candidates for endorsement.
d. The Program/Continuing Nursing Education Committee
shall develop plans for the general program meetings to
be held throughout the year and for the annual meeting.
The committee shall seek CNE approval for the District's
programs if appropriate.
e. The Scholarship and Grants Committee provides
financial assistance to promising nursing students by awarding
monetary amounts up to $1,000 per recipient. These funds
are awarded annually in the form of scholarships, usually
at our Nursing Celebration gala. The committee also provides
financial awards to nurses engaged in nursing research,
either at their place of employment or as criteria for an
academic degree. These awards may be given annually and
are limited to $1,500.
f. The Newsletter/Public Relations Committee shall
publish a newsletter for District members to inform, educate
and promote an esprit de corps. The committee shall plan
additional activities for presenting positive images of
professional nursing, as well as the purposes and programs
of the District and TNA, to both members and the general
public.
g. The Nursing Practice Committee will serve as liaison
to the state WPA Committee as well as taking action about
issues in the local community.
h. The Nursing Celebration committee is composed
of a group of volunteers serving on separate sub-committees
with the ultimate goal of awarding nursing scholarship,
research grants and recognizing outstanding District 9 nurses
as an annual semi-formal event celebration nursing. Any
profit from the event goes back into the restricted funds
for future events. A group of one to three people will usually
serve as co-chairs/steering committee.
i. The Nominating Committee shall annually prepare
the ballot of candidates for District offices to be filled
by election and perform other duties as required by Article
IX.
j. The Diversity Committee shall research, develop
and present information and/or programs to the membership
addressing cultural, ethnic and racial issues impacting
the nursing practice.

ARTICLE XI
CONFERENCE GROUPS
Section 1. Definition
A conference group (special interest group usually in the
area of functional or clinical specialty) or similar structural
unit may function within District in accordance with policies
of the Board.
Section 2. Responsibilities
The responsibilities of a conference group will be to provide
a forum for issues and concerns of a particular area of
nursing; serve as a resource for consultation, expertise
and continuing education programs; recommend standards,
positions and policies to District committees, councils
and the District Board; maintain communication with membership;
plan conference meetings and educational programs.
